Insignia TV remote app without Wi-Fi: the honest answer

No app can — Insignia Fire TV Edition sets accept commands only over the local network (HTTP, discovered via mDNS _amzn-wplay._tcp, paired with a 4-digit PIN). There's no infrared transmitter in any current phone, so software can't reach the TV's IR receiver. The good news: 'without Wi-Fi' almost never means 'without any network possible' — a phone hotspot substitutes completely, and HDMI-CEC gives you hardware navigation meanwhile.

Fire TV remembers known networks and rejoins them automatically. Set a second phone's hotspot name and password to exactly match your home Wi-Fi, turn it on near the TV, and the Insignia connects by itself — critical, since without a remote you couldn't open network settings. Then join the hotspot with your control phone, open the remote app, confirm the one-time 4-digit PIN on screen, and you have the full D-pad, volume and keyboard back.

More than people expect. Fire TV Edition honors CEC commands arriving over HDMI, so the remote of a connected cable box, soundbar, PlayStation or Blu-ray player can usually wake the TV, move the D-pad and press OK. That's enough to navigate to Settings → Network and join a hotspot — solving the catch-22 of needing a remote to get the TV online. CEC ships enabled on most Insignia sets.

No — a local network is enough. Control traffic goes phone → router or hotspot → TV entirely inside your LAN, so a broadband outage changes nothing about navigation, volume, inputs or typing. Insignia’s Fire TV sets use Amazon’s remote pairing protocol, so they inherit its documented failure and its documented recovery — a remote that sits unpaired and unresponsive out of the box or after a battery change. Hold the Home button for about ten seconds until the pairing screen appears. If nothing happens, take the batteries out for thirty seconds, put them back, and hold Home again. Meanwhile the phone app on the same Wi-Fi controls the set without any pairing at all.
