The RCA badge covers several platforms
RCA is a trademark administered by Technicolor and licensed out piece by piece. The televisions come from Display-Vu, an affiliate of Curtis International, and they are not all the same kind of TV: RCA’s own site lists a Roku TV category, a webOS category and a plain 4K/HD category side by side. Two RCA sets in one house can need two different apps.

The model number is the reliable test. RTR and RTRU prefixes are the Roku TVs; anything from the other categories is not, and a Roku-compatible tool will simply never see it on the network.
Reaching the menu with no remote
RTR and RTRU Roku models follow the Roku convention — one button, short press for power or the Input List, long press to power off. The non-Roku sets in the 4K/HD category use an old-fashioned button row on the rear or edge, because there is no smart platform behind them to open a menu.
On an RTR or RTRU set the network menu needs a remote or a phone, as on any Roku TV; Ethernet gets you through setup without either. On a basic RCA panel there is no network menu at all — the button row is the entire interface.
Known RCA failure mode
This is RCA’s characteristic failure, and it is a licensing artefact rather than a bug. Because the badge spans Roku TV, webOS and non-smart panels, an app matched to one of them is structurally incapable of seeing the others — and a non-smart RCA has no network presence to discover at all. The similarly-named VOXX app in the store compounds the confusion.
