There is an app called RCA Smart Remote, and it is published by VOXX International — a completely separate RCA licensee that holds the name for remote controls and audio accessories, not for televisions. It is a universal infrared code app. For an RCA Roku TV the correct app is Roku’s own.

RTR and RTRU Roku models follow the Roku convention — one button, short press for power or the Input List, long press to power off. The non-Roku sets in the 4K/HD category use an old-fashioned button row on the rear or edge, because there is no smart platform behind them to open a menu. On an RTR or RTRU set the network menu needs a remote or a phone, as on any Roku TV; Ethernet gets you through setup without either. On a basic RCA panel there is no network menu at all — the button row is the entire interface.

This is RCA’s characteristic failure, and it is a licensing artefact rather than a bug.
